Venancio Trueba is an associate in the Firm’s Corporate Finance and Banking practice and its Real Estate practice.

His practice focuses on financial, corporate, and real estate transactions, including structured financings, mergers and acquisitions, private funds, investment vehicles, trusts, and cross-border transactions. He has participated in matters involving the acquisition, financing, and structuring of real estate assets, as well as transactions involving private capital and capital markets, and matters related to financial regulation.

CONUEE Issues Provisions on the Registry of High Energy Consumption Users and Energy Management Systems
On September 30, 2026, the National Commission for the Efficient Use of Energy ("CONUEE", per its acronym in Spanish) published in the Federal Official Gazette the "Decree issuing the General Administrative Provisions for the registration of high energy consumption users and the implementation of Energy Management Systems" (the "HECU Provisions").

The transaction involves the acquisition of AT&T’s wireless telecommunications business in Mexico, as well as the related financing. The transaction is subject to regulatory approvals and is expected to close in the first quarter of 2027.

Mexican Labor Legislative Initiatives
Mexico’s labor legislative agenda continues to move forward at a significant pace. During September 2026, 56 labor reform bills were introduced before Congress, bringing the current LXVI Legislature of the Congress of the Union to more than 550 labor-related proposals to date. The main topics addressed during the month include the regulation of overtime, the implementation of the gradual reduction of the workweek, the effective use of vacation days, pay transparency, and the impact of artificial intelligence on employment.
