On October 29, 2026, the Ministry of Energy (“SENER”) published in the Federal Official Gazette the decree issuing the fourth amendment (the “Amending Decree”) to the decree issuing the Call for Proposals for Strategic Power Generation and Storage Projects aligned with Binding Planning (the “Call for Proposals”), originally published on May 15, 2026, and subsequently amended on May 26, July 10, and September 2, 2026.

Energy and Infrastructure → Amendments regarding the approval of foreign investment on national security grounds enter into force

Following up on our client alert of August 31, 2026, the amendment to the Foreign Investment Law (Ley de Inversión Extranjera) (the “LIE Amendment”), which the President had submitted to the Senate on August 30, 2026, was published today in the Federal Official Gazette. The LIE Amendment will enter into force the day following its publication.

International Trade → Amendment to the Customs Law: Valuation, Precautionary Seizure, and Penalties

On October 23, 2026, the Decree amending and supplementing various provisions of the Customs Law (the “Decree”) was published in Mexico’s Official Gazette (DOF). The amendments strengthen customs valuation enforcement, modify precautionary seizure and its substitution, and introduce new provisions on customs violations and penalties.
