On October 24, 2025, the Ministry of Energy (“SENER”, per its acronym in Spanish) issued a resolution modifying the deadlines set forth in the calendar of the “Request for proposals for the Priority Handling of Applications for Electric Generation Permits and Interconnection to the National Electric System, aligned with Binding Planning” (the “RfP”), which was originally published on October 17 in the Federal Official Gazette.
This amendment aims to encourage broader participation from private parties in the granting of power generation permits by the National Energy Commission (“CNE”, per its acronym in Spanish) for the development of power plants that help meet power demand and support the efficient and reliable operation of the National Electric System.
The revised deadlines under the RfP are as follows:
i. Expression of interest.– October 20 to 31, 2025.
ii. The National Center for Energy Control determines payments required for interconnection studies.– November 3.
iii. Payment period for interconnection studies.– November 4 to 10.
iv. Submission of permit application to CNE.– November 11 to 18.
v. CNE review of application compliance and issuance of information notices.– November 19 to 21.
vi. Applicants address information notices.– November 24 to 28.
vii. Results of interconnection studies are published.– December 2.
viii. Acceptance of interconnection and reinforcement works.– December 3 to 10.
ix. Review of technical studies and binding planning criteria.– December 11 to 16.
x. Approval of permits by CNE’s Technical Committee.– December 17.
xi. Publication of RfP results and notification of permits approved by CNE.– December 18 and 19.
xii. Withdrawal of permit applications submitted prior to the RfP.– December 22 to 26.
