Santiago has broad experience in different types of litigation, civil, commercial and amparo, primarily in judicial rehabilitation of past due portfolio, derived from his experience as Legal Specialist in the Financial and Contentious Area for a State Trust Fund, second-tier bank, where he was responsible for representing and delivering direct attention to different types of proceedings, and from his experience as Associate at the firm Bufete Rocha, S.C. where he provided direct attention to civil, family and commercial law proceedings.

CNE issues the requirements for a simplified procedure to obtain interconnected self-consumption permits not exceeding 20 MW
On August 6th, 2025, the National Energy Commission (“CNE”, per its acronym in Spanish) published a resolution setting forth the requirements for obtaining generation permits for interconnected self-consumption for power plants with a capacity between 0.7 and 20 MW (the “Resolution”).

New General Regulations on Financial Matters Applicable to Retirement Savings Systems
On July 21, 2025, the new general regulations on financial matters applicable to the Retirement Savings Systems (the “Regulations”) were published, issued by the Ministry of Finance and Public Credit and the National Commission of the Retirement Savings System (“CONSAR”) which repeal the “General Regulations on Financial Matters for Retirement Savings Systems” published in the Federal Official Gazette on September 18, 2019, along with their amendments and additions.
