Antitrust ⭢ CNA launches Probe into Grocery Vouchers and Electronic Payments in the Retail Sector

Conversation on Reforms to the Federal Economic Competition Act

On October 22, 2026, Mexico’s National Antitrust Commission (CNA) announced in the Official Gazette of the Federation (DOF) that on June 11, 2026, the Investigative Authority opened an investigation based on a complaint of anticompetitive practices into the market for the acceptance of grocery vouchers and electronic payment methods at retail establishments, and related services, under file number DE-014-2026.
‍

Grocery vouchers are a widely used employee benefit, so the terms on which retailers accept them directly affect issuers, merchants, employers and consumers.
‍

The CNA will assess the existence of relative monopolistic practices (abuse of dominance), i.e., conduct by which a company with substantial market power could unduly foreclose competitors, prevent them from participating, or secure exclusive advantages in that market.
‍

The investigation will last between 30 and 120 business days from June 11, 2026, and may be extended up to three times, for additional periods of up to 120 business days each.
‍

If your company participates in this market or you have any questions about the nature of this investigation, please do not hesitate to contact our Antitrust Team.
