Erin Castro

Erin has extensive experience in strategic areas including customs compliance, export and import regulations, maquiladora operations, and advising companies with IMMEX and PROSEC programs. She specializes in proceedings against unfair trade practices, safeguard measures, and international arbitration, with a comprehensive focus on complex cross-border transactions for governments and multinational corporations.

She has represented Mexico in Investor-State arbitration proceedings before ICSID and the World Bank, participating in major international trade negotiations such as the Free Trade Agreement between the Pacific Alliance and Singapore, USMCA, and UNCITRAL Working Group III. During Mexico's Pro Tempore Presidency of the Pacific Alliance, she coordinated specialized technical working groups.

As a recognized thought leader, she has presented at numerous international trade and arbitration conferences. She is a member of prestigious professional associations including the American Bar Association, Inter-American Bar Association, and American Society of International Law.

She holds an LL.M. in International Business and Trade Law from American University Washington College of Law and a J.D. from Universidad Nacional Autónoma de México (UNAM), with international studies at Sciences Po, Paris.

She was admitted to practice law in Mexico in 2020, has anticipated admission to the New York Bar (2026), and contributes to public service through her volunteer work with FIFA.

The General Water Law (the “LGA”, per its acronym in Spanish) and the related amendments to the National Waters Law (the “LAN”, per its acronym in Spanish), published on December 11, 2025 in the Federal Official Gazette, introduce significant changes in the following areas: (i) transfer of concessions/water volumes, (ii) transfer of real property and effects on volumes, (iii) changes in water use, and (iv) use of the guarantee fee to interrupt forfeiture. These reforms may create operational implications for real estate transactions and structures involving water assets.

On December 11, 2025, the Mexican President published in the Federal Official Gazette, the a decree enacting the General Water Law (the “LGA”, per its acronym in Spanish) and amending, supplementing, and repealing various provisions of the National Waters Law (the “LAN”, per its acronym in Spanish).

On December 9, 2025, the Chamber of Deputies of the Honorable Congress of the Union approved and remitted to the Senate the draft decree amending various tariff items of the Law of General Import and Export Taxes. The primary objective of this reform is to update the tariff rates applicable to a wide range of products, with particular emphasis on goods originating from countries with which Mexico does not currently maintain Free Trade Agreements.
