Manuel Echave

Partner since 2009

Manuel has experience representing domestic and foreign clients, as well as financial institutions in banking and corporate finance transactions, including the design and implementation of structured financing schemes. He has represented several issuers, financial intermediaries, placement agents and rating agencies in capital markets transactions, including securitizations, capital and debt issuances, through public or private offerings in Mexico and abroad.

He has participated as a legal advisor to sponsors and financial institutions in various project financings and in the issuance of project bonds in the electricity, gas and infrastructure sectors.

Manuel has extensive experience in mergers and acquisitions and buyouts including aspects related to issues of economic competition. He has also participated in the negotiation and implementation of strategic partnerships and joint ventures, and in the development and implementation of projects or businesses derived from these associations.

Additionally, he has represented real estate developers and promotors in the sale and purchase of real estate properties, in the financings for the purchase or construction of real estate projects and in joint ventures for the development of real estate projects.

Reform to the Federal Law for the Prevention of Money Laundering
On July 16, 2025, the Decree amending and adding various provisions to the Federal Law for the Prevention and Identification of Transactions with Illicit Proceeds (“LFPIORPI”), as well as Article 400 Bis of the Federal Criminal Code (the “Reform”), was published in the Mexican Official Gazette.

New Telecommunications and Broadcasting Law
On July 16, 2025, President Claudia Sheinbaum published in the Official Gazette of the Federation the new Telecommunications and Broadcasting Law (“LMTR, per its acronyms in Spanish”), which repeals the Federal Telecommunications and Broadcasting Law in force since 2014. This reform represents a structural shift in the regulation of the sector, by establishing a new regulatory body and assigning new responsibilities to the recently created Digital Transformation and Telecommunications Agency (“Agency”). Broadly speaking, the reform aims to reorganize the sector’s institutional framework, strengthen the State's governance through the Federal Executive Branch, and simplify the concessions regime.

Enters into force the amendment to Mexico’s Competition Law
Following up on our Client Alert published on July 2, 2025 (available here), today the Decree that amends, adds, and repeals several provisions of the Federal Economic Competition Law and the Federal Law on Parastatal Entities (the “Decree”) was published in the Federal Official Gazette (“DOF”). The Decree will enter into force tomorrow, Thursday, July 17, 2025.
