On October 3, 2025, the Regulations of the Law of the Power Sector and the Regulations of the Law of Energy Planning and Transition (together, the “Regulations”) were published in the Federal Official Gazette.
October 8, 2025
On October 7th, 2025, Mexico’s President sent to the Senate her proposal of candidates for commissioners who will make up the Plenum of the National Antitrust Commission (the "CNA"). Ratification by the Senate must occur before November 5, 2025, however it is expected to occur at any time. Within 10 days after such ratification, the President will designate the person who will serve as president of the CNA. Once the president of the CNA is appointed, the Plenum of the CNA will be integrated and the CNA will take office, thus replacing the Federal Economic Competition Commission ("COFECE") and the Federal Telecommunications Institute ("IFT"), the latter in the exercise of its powers in matters of competition, preponderance and cross-participation in the telecommunications and broadcasting sectors.

On September 8, 2025, the 2026 Economic Package was submitted to the Honorable Congress of the Union, proposing substantial amendments to the Customs Law and to the General Import and Export Tax Law (LIGIE). These changes reflect a shift in trade policy and a customs regime with stricter controls. The initiative will be reviewed and voted on by Congress, which may result in changes to the matters outlined herein.
