Transition to the Telecommunications Regulatory Commission (CRT): Composition of the Plenum and Appointment of the Chairwoman

Following recent regulatory developments in telecommunications and broadcasting, on October 7, 2025, the President sent to the Senate her proposal for candidates for commissioners to be part of the Plenum of the Telecommunications Regulatory Commission ("CRT"). On October 14, the Senate ratified the appointment of the commissioners proposed by the President and on October 16, 2025, the President appointed Norma Solano Rodríguez as Chairwoman of the CRT. With this, as of October 17, 2025, the constitutional reform on organic simplification published on December 20, 2024 in the Official Gazette of the Federation (“DOF”) came into force, by which the Federal Telecommunications Institute ("IFT") is extinguished, and the CRT starts operations as the sole authority in telecommunications and broadcasting.

Integration of the CRT Plenum

Below is a list of the commissioners of the CRT, indicating their respective terms of office and previous positions:

(i) Ledénika Mackensie Méndez González (2025–2028) (who previously served as Director of Space Security at the Mexican Space Agency);

(ii) María de las Mercedes Olivares Tresgallo (2025–2029) (who previously served as an audience advocate in the University System of Radio, Television and Cinematography of the Autonomous University of Querétaro);

(iii) Adán Salazar Garibay (2025–2030) (who previously served as Director of Telephone Service of the Digital Transformation and Telecommunications Agency);

(iv) Tania Villa Trápala (2025–2031) (who previously served as Director General of Telecommunications Policies of the Digital Transformation and Telecommunications Agency); and

(v) Norma Solano Rodríguez (2025–2032) (who previously served as National Coordinator of Digital Transformation at the Digital Transformation and Telecommunications Agency), who was appointed Chairwoman of the CRT.

Immediate regulatory implications

As of October 17, the CRT assumed the attributions, obligations and powers of the extinct IFT with respect to all ongoing proceedings, with the exception of antitrust proceedings, which will be continued by the National Antitrust Commission. All acts issued by the IFT previously continue to have effects, including determinations of preponderant economic agents and their asymmetric regulation. Similarly, all legal instruments, agreements, inter-institutional agreements and contracts entered into by the IFT are in force and binding on the CRT, without prejudice to their eventual ratification, modification or termination.

To carry out the transition from the IFT to the CRT, the deadlines, formalities and procedures substantiated in accordance with the Telecommunications and Broadcasting Law ("LMTR") are suspended for 15 business days as of the integration of the Plenum, so that the CRT can issue its respective official communications for the staggered resumption of deadlines. This suspension will end on November 6th 2025, and does not apply to procedures for compliance with obligations by concessionaires, authorized persons, permittees and other regulated subjects, nor to those related to tenders or assignments of frequency bands of the radio spectrum provided for in the Annual Program for the Use and Exploitation of Frequency Bands 2025, published on February 6, 2025, in the DOF.

As long as the regulations, guidelines and general provisions provided for in the LMTR are issued, the Regulatory Provisions, Criteria, Guidelines and other regulations issued by the IFT remain in force in all matters that do not oppose the Decree by which the LMTR is issued and the Federal Telecommunications and Broadcasting Law is repealed, which was published on July 16, 2025 in the DOF.

Transition of pre-LFTR qualifying titles

Permits or enabling titles issued prior to the publication of the LFTR (July 14, 2014) for the use and exploitation of frequency bands of the radio spectrum must be migrated to the corresponding concession, authorization or registration certificate. To make this transition, there is a period of one year from the entry into force of the LMTR, which expires on July 16th, 2026; if this is not carried out, the frequencies will be reverted in favor of the State.
